Deploying Energy Efficiency and Distributed Solar in Public Buildings sector

The objective of the assignment is to provide technical support to the GoU and the WB to develop and scale-up EE and rooftop deployment in public buildings (PBs) using sustainable financing mechanisms.

Consultant is hired to contribute to a broader scope of work by:

  • refining EE potential and investments needs estimate in public buildings in Uzbekistan;
  • reviewing the EE market, legal and regulatory framework, and proposing mechanisms to enable the scale-up of the investments in the PBs sector;
  • ascertaining the distributed solar potential in PBs in Uzbekistan, and the unique circumstances under which the investments would be financially viable;
  • reviewing the distributed solar market, legal and regulatory framework, and proposing mechanisms to enable the scale-up of the investments in the public sector; and
  • development of a sustainable financing mechanism for EE/RSPV investments in the PBs sector.

Services provided:

  • Energy Efficiency in Public Buildings
    • Estimate the EE potential and investment needs in PBs using existing data, pilots, short surveys, etc.
    • Conduct site visits to up to 100 buildings to conduct walk through energy audits to refine estimates of the EE potential and investment needs in the PBs sector
    • Assess market, legal/regulatory framework for the scaled-up deployment of EE in the PBs sector
    • Analyze the legal, regulatory and institutional barriers to the deployment of scaled-up EE
    • Integrated financial/economic assessment from implementing and scaling up EE programs
    • Prepare a report chapter and presentation summarizing findings
    • Conduct stakeholder consultation workshop to discuss findings and solicit input
  • Distributed Solar in Public Buildings
    • Estimate the distributed solar potential in the public buildings sector, and identify the niches in which it is financially and economically viable
    • Conduct site visits to up to 100 buildings to refine the distributed solar / rooftop solar potential estimates
    • Assess current legal/regulatory framework relevant to distributed solar development
    • Analyse the legal, regulatory and institutional barriers of developing distributed solar
    • Integrated financial/economic assessment from implementing and scaling up distributed solar
    • Prepare a report chapter and presentation summarizing findings
    • Conduct stakeholder consultation workshop to discuss findings and solicit input
